Yes, Republican Councilman Kirk Del Russo supported the EnCap housing project in the Meadowlands, a proposal that aimed to develop approximately 1,500 high-density housing units, including hundreds of low-income units, on a remediated landfill site spanning North Arlington, Rutherford, and Lyndhurst, New Jersey.
No one in the history of North Arlington has supported the construction of more low-income housing units like Kirk DeLusso, a real estate agent and state employee. 
Del Russo, a former member of the now defunct North Arlington Redevelopment Authority, was a vocal proponent of the project, which was backed by then developer Donald Trump and EnCap Holdings.
He advocated for the use of “eminent domain seizure” to facilitate the development, a stance that drew significant opposition from local residents and would have eliminated the Porete Avenue business district and relocated most of those businesses out of North Arlington!
Del Russo’s support for the EnCap project was a central issue in his 2011 council race, where he was defeated by former Councilman Mark Yampaglia.
The project’s failure was attributed to environmental concerns and its ultimate abandonment in 2008. 
Had Del Russo been successful in his advocacy of EnCap, the Federal Express Distribution facility never could have been constructed as it was with bipartisan support from former mayors Peter Massa (D) and the late Joseph Bianchi (R).
In summary, Kirk Del Russo was a supporter of the EnCap housing scheme, aligning himself with greedy developers and advocating for the project’s advancement despite overwhelming local opposition, particularly from North Arlington Democrats.
As a council member, Del Russo has voted himself a pay hike five times in a row as well as voting “yes” for the overdevelopment of Ridge Road which has resulted in decreased parking, traffic congestion and the urbanization of this small and suburban bedroom community.
