NORTH ARLINGTON – The Ordinance R-13-25 reflects that North Arlington determined their affordable housing requirement for Round 4 in accordance with NJ DCA’s formula given to NJ municipalities for the 4th Round of what was formerly called ‘COAH’, pursuant to the Mount Laurel line of cases, the State’s affordable housing mandate.
North Arlington started out in January utilizing the State’s formula to calculate their obligation, which yielded 36 units of ‘present need’ or the rehabilitation obligation to fix 36 substandard, occupied units, plus provide 192 units of ‘prospective need’ affordable housing units for the 4th round cycle – 2025-2035.
The Borough submitted the numbers for confirmation to the Superior Court, as required.
They received formidable opposition from the NJ Builder’s Association and the NJ Fair Housing Council, which advocates for affordable housing in New Jersey’s 576 municipalities.
The Borough asserts in the Ordinance that they “succeeded” in having the Court confirm their numbers at Present Need obligation of 36 units, and Round 4 Prospective Need at 192 units.
These are the numbers that have been submitted to Superior Court and are in the Borough’s Round 4 Housing Element and Fair Share Plan, which is now an element of the Borough’s Master Plan.
Next, the Borough and the Planning Board will need to find ways to produce affordable housing and rehabilitate existing affordable housing, including identifying properties for ‘inclusionary’ housing, to include affordable units; re-zoning areas or looking at ‘overlay zones’ for higher density inclusionary developments, etc.

It would be nice if the Borough was made aware of what exactly is happening in the form of a public meeting, not that ridiculous ZOOM meeting which was a complete disaster and embarrassment for this Mayor & Council that avoids public meetings on controversial issues!
An explanation as to why the ZOOM call was “hacked” is also little to ask given what occurred.
For the record, Republican council candidate Amanda DeCicco was absent.
Both Democratic council candidates John Balwierczak and Cengiz “Jim” Sever did jump on the call, despite the chaos and embarrassing conditions.
